Thanks Nils but one more question.
If I don't like to load specific FPGA files because I write my own FPGA file, how can I disable the function? I load my FPGA file on boot time and if I start a app it will be overwrite.

If the fpga.conf file in your app-directory is of size 0, no bitstream will be loaded when your app is started.
If you don't want any app to load a bitstream, you could empty all their fpga.conf files, or you create a modified bazaar plugin for nginx that has this function disabled in the code - I already showed you where it happens.
