Hello all!
According to "red-pitaya-notes" instructions I enabled wifi hotspot mode:
./wifi/hotspot.sh
lbu commit -d
After rebooting, the RedPitaya network was visible on PC and android, but I could not establish connection using defult password RedPitaya. Android device displays some authentication problem during connection attempt.
After wi-fi connection attempt redpitaya stops responding (putty console) over wired interface also, reboot is required. Rverting back to client mode works OK.
Any thoughts/help?

What version of the SD card image are you using?

20191120 is a good version. I will check if I can connect from an Android device.

I checked again with a fresh install of v3.9 which was still in the downloads and in my case hotspot does not work with PC neither Android.
v3.12 hotspot works fine on both and I managed to setup my work from v3.9.
