problem with streaming server

The streaming server that came out is just what i needed (almost). However, i am seeing things i don't understand. When i select the settings to stream via TCP, with 16bit, it auto selected 31.25Mhz. However, the file i ended up with is 25Msps. shouldn't it be 31.25Msps?
2nd, I understand that 31.25Mhz is decimation by 4. Is it possible to decimate by 3? ideally i'd like a higher MSPS.
