Device or resource busy

I get the following:

redpitaya> killall nginx
redpitaya> cat /tmp/red_pitaya_top.bin > /dev/xdevcfg
sh: can't create /dev/xdevcfg: Device or resource busy
redpitaya>

How can I load the bin?

reboot got it to work.
I'd be interested if there is a more graceful way to 'un-busy' it though.
