I just got a digilent Jtag brd. After looking at other dev boards I see they have jumpers to control jtag vs. sd card, ...
What needs to be done to use jtag with rp?

I got it going.
The pins are only for booting. When the zynq is powered up it checks the pins to determine where to boot from.
During development you can use the SDK to download the bit file via JTAG. It's wicked fast BTW.
I purchased the JTAG-SMT2 board by Digilent for $50.
