first of all I would like to apologize for my bad english but I have a little problem.
I can not connect to the RP for some unknown reason (direct cable connection) and
a lot of things have been tried... . One of the LEDs lights permanently red (blinks).
I have already taken into account the following links:

What I've done so far:
1. ) The SD card I have already described twice with the image but without obtaining a positive result.
2. ) I have also tried to assign static IP addresses _ 192.168.1.100 / 101 . ( The firewall has been disabled. )
3. ) I tried to connect with the help of the Mac address. ( static and dhcp )
4. ) ???
Info: USB or WLAN connection are currently not an option.
I would be grateful if someone could help me.

Since you post links to the Win7 sections of the wiki, I'm assuming this is your host OS. Beware that - for the time being - the instructions in the wiki pertain to ecosystem versions <=0.93 only.
Provided your Red Pitaya has booted successfully (as evidenced by the led patterns), it tries to obtain an ip address by dhcp. Is your router configured to serve dhcp requests ?
If you want to set a static ip address in the Red Pitaya, and can't connect to the usb console, it gets a bit complicated.
Incidentally, why is the usb console not an option ?
Anyway, without using the usb console, you'll need to change a configuration file on the sd-card. Unfortunately, this file is on the ext4 partition of the card, and Windows can't read that. So, mount the sd-card on a linux system, go to /etc/network/interfaces.d/eth0 and replace
