I think the error messages are pretty clear. Either something is wrong with file permissions, or something is wrong with the file system. Have you checked that there is enough disk space available?* Block design BD file is read-only. Please check file-permissions.
* Project is read-only. Please run 'save_project_as' before making any change to the bd-design
ERROR: [Common 17-99] Failed to open zip archive /home/red-pitaya/red-pitaya-notes/tmp/led_blinker.xsa.
Resolution: Check that you have write permissions at the path specified, and sufficient free disk space.

I got everything to work. Followed Pavel's addition in above replies and...
1. Added red-pitaya to sudoers
2. Deleted all if red-pitaya-notes
3.Made sure I was in directrory red-pitaya. This ensured that all the paths in the commands to make and build worked correctly.
4. Cloned red-pitaya-notes
5. CD red-pitaya-notes
6.Ran "source /opt/Xilinx/Vitis/2019.2/settings64.sh"
7. ran "make NAME=led_blinker all" took a very long time
8. successfully made "red-pitaya-debian-9.11-armhf.img"
9. formatted usb /dev/sdc
10.used dd if=red-pitaya-debian-9.11-armhf.img of=/dev/sdc to write image
11. The sdc does not show anything until you umount and remount. All files there.
12. ejected sdc and inserted in red pitaya. LED blinks.
13. Yippee!!
