Controlling RP via Windows GUI

Hello,
I am a mechanical engineering student and would like to use the RP to control a machine. Due to the many parameters, the operation should be done via a GUI. The application is to be operated on a Windows 10 or 7 desktop computer.
1. I wonder whether communication can be established between the desktop and the RP in such a way that inputs on the computer can lead to signal preparations on the RP?
In the project a real-time response of 0.1 ms is required and it must be programmed in C.
2. Can anyone recommend a good IDE and compiler for this?
