Working on Windows 7, I followed the instructions for connecting to the Red Pitaya using DHCP configuration as given below :

But the above failed (stating IP address conflict) and thus I proceeded to the Manual network interface configuration instructions also given in the wiki user manual, yet again bearing no result.
We proceeded to do so because the apparently easier method of the local network connection isn't always working! Sometime it works fine, some other times the same fails to connect.
Would like to listen to your opinions on the above.

The instructions you linked describe static IP configuration for your computer and are meant for a point-to-point connection between your computer and the RP, or for networks with no DHCP.
If your network provides a DHCP server - like most modern routers do - you should avoid arbitrary static addresses. If you do use them, you need to tell the DHCP server which addresses you'd like to assign statically, to avoid conflicts.
